Why was this report ignored?

When the Ministry of Consumer Services went through a whole new process
of reviewing the Condominium Act 1998, the Kealey report was completely
ignored.
No one bothered to look it up, reviewed it to see what wisdom it
contained. Yet, the "Experts" panel knew that it existed but no one
asked to look at it.
The question is why? We can only guess.
Age
Maybe
it was considered too old. The report was prepared in
1977 when condos were in existence for only ten years. Yet, the
submissions that the owners made and the report's recommendations are
still relevant today.
Focus on owners
Perhaps it was buried because the report focused on what the owners
thought they needed and it did not cater primarily to the special
interests; what the
Ministry now calls "experts".

Why the Ministry is considering introducing a
dispute resolution procedure and a central register now when they threw
a perfectly good one into the
trash 14 years ago?
More fun to
start fresh
It is always more fun to re-invent the wheel than to look at what was
done in the past.
I wish I knew the answer to this.
