A serious flaw in Bill 106 is that most of the changes will be
introduced by regulations not by legislation. This means that no one
really know what Bill 106 will provide to condo owners until the
regulations are announced sometime during the next three years.
The ministry and the governing political party will write the
regulations with the advice of the condo industry political lobbyists.
The ministry has already started having private meetings with the
industry "experts" as this was written (September 2015) even as Bill
106 was still being debated in the legislature.
Condo owners? Although they are suppose to be the ones being
"protected" it doesn't look like they will be consulted or even told
who the ministry is listening to or what organizations they represent.
When will the regulations be proclaimed? I have heard that 2019 may be the projected date.
