Complaints about managers & condo management companies

There are time when a condo manager is so rude, unhelpful , threatening, unethical or abusive that a resident, an owner or renter, needs an effective way to complain about the manager's conduct.

Far too often, the condo board will support the manager or ignore the manager's bad behaviour. When that happens, it's time to submit a complaint to CMRAO.

The CMRAO’s complaints process provides an impartial assessment of concerns regarding the condominium management services provided by licensed managers and management companies.

In order to help us assess the matter, please provide a concise account of your complaint including:

What happened?

When it happened?

Your relationship to the manager and/or management company?

If you have contacted the manager/company regarding your complaint? What were the results?

If you have contacted the board of directors regarding your complaint? What were the results?

The Discipline Committee and the Appeals Committee
Complaints received by the CMRAO could lead to disciplinary hearings. According to O. reg 3/18 of the CMSA, these matters are expected to be heard by a panel of at least three people from the CMRAO Discipline Committee.

Panel decisions can be appealed (by any party to a hearing) to the CMRAO Appeals Committee. 

The Discipline Committee and the Appeals Committee are made up of appointees from the condo sector (condo managers, designated principal condominium managers, officers or directors of a licensed condo management company).

How effective will the Discipline Committee be?
Hard to say. We also do not know if the complaint rulings will be made public as they are with the Condominium Authority Tribunal  and the Licencing Authority Tribunal.

We will find out as the public learns of its existence and the complaints start being filed.
