Registration
The registration desk opens usually a half hour or more before the
scheduled start of the owners meeting.
The responsibility for registering the owners and the proxies, that
have not been earlier given to the manager, are checked against the
register and recorded. The owners are given ballots, if a vote is being
held, for themselves and for the proxies they register.
Not
entitled to vote
All owners who are not on the register or who are in arrears for their
unit's payments for 30 days or longer, are not eligible to vote.
They are allowed to attend the meeting and speak on the issues.
Owners are allowed to pay their arrears by certified cheque or in cash
at the registration desk prior to the start of the meeting.
Proxies
The chairman examines all proxies and decides their validity. The
chairman's decision is final and binding unless reversed by the court.
(Rule #208)
Each proxy is deemed to be valid and genuine if the form is proper and
it appears to have been executed by a person qualified to vote. The
improper rejection or admission of a proxy may invalidate the result of
the vote.
(Rule #209)
Objections
Objections to the acceptance or rejection of proxies must be made at
the meeting, otherwise the party objecting may be deemed to have waived
any irregularity. (Rule #210)
Inspection of proxies
The chairman, scrutineers and all persons entitled to vote may examine
the proxies at any reasonable time, during or after the meeting. (Rule
#214) The same rule applies to ballots. (Rule #188)
Quorum
Unless
the corporation's bylaws state otherwise, the owners of a minimum of
25% of all units must be in attendance either in person or by proxy
before a quorum is reached and the meeting can be opened.
Closed
Registration is closed once the meeting has been opened. No additional
proxies or ballots can then be accepted.
